Stated Session Meeting, September 19, 2016 Narthex
Attending: Ruling Elders Karen Atkins, Heather Bogan, Lynne Hoerter, Maggie Reif, Terry Rudolph, Al Schalk, Archie (Butch) Smith, Barbara Strange, Teaching Elder Rev. Lynn Stall (Moderator)
Absent: Marcia Ladd, Kristin Lavergne, Jerry Wehmueller
The meeting was called to order by Lynn Stall at 7 PM. A quorum was declared. Lynn welcomed Maggie to her first session meeting. Karen Atkins led the opening devotion, ending with prayer. Concerns and celebrations were shared about Kristin and her work with the Interfaith Food Council, Marcia’s daughter and Maggie’s Dad.
Approval of agenda and consent agenda
The agenda and consent agendas were approved by common consent. The consent agenda contains the following items:

Correspondence – Dingwell/Chapman letter
Pastor’s report. Lynn talked about the transitional process. A team has been appointed and had their first meeting to conduct the work of digging into CITP, where we have been and where we want to go, getting congregation wide input. She reported that third year Duke Divinity student, Brandon Melton will be our intern. Lynn lead a discussion on elder training and possible future topics. She shared an invitation to a service at Mt Zion on October 23 to celebrate the church’s youth and to share appreciation of CITP members who have volunteered to help with their youth.
Committee reports
Finance
Heather went over the August financial reports,
Heather gave a brief update for the "God’s Grace, New Beginnings" stewardship campaign that will kick off October 9 and end on Dedication Sunday, November 6.
Worship
Terry brought the following motion to session because of the timing of Deduction Sunday
Change the next communion from November 6 to October 30
After minimal discussion, it was decided to look at this at the next stated session meeting.
Fellowship
Lynne drew session’s attention to the Fellowship Guidelines included in the pre-session materials. She also explained because of the nature of the December fellowship event, she also brings the following motion to session
Approve people bringing beer and wine to the December fellowship event at the church
The motion passed unanimously.
Mission and Service
Maggie asked session to approve the following motion
to designate the local portion of the Peace and Global Witness offering for the Family Violence and Rape Crisis center.
The motion passed unanimously.
She also asked session to consider an additional motion from committee
for session to grant the Mission and Service Committee the authority to disperse the 2016 Capital Campaign funds that have been designated for Outreach without needing session approval for each disbursement decision.
After some discussion the motion did not pass. Based on the discussion and the desire to explore a less expensive option while still supporting Karla Koll (does this need to be augmented or adjusted in any way, Maggie made a motion
That Mission and Service order software for Karla Koll in an amount no greater than $900.
The motion was seconded and passed unanimously.
Membership
Barbara indicted at the members’ request she is bringing the following motion to session.
to remove Betsy Chapman and Bill Dingwell from the rolls at Chapel in the Pines.
With minimal discussion, the motion passed unanimously.
Personnel
Butch indicated Personnel, Finance and Nana had worked on Nana’s health insurance for 2017. He brings the following motion based on Nana’s needs
To cover the Office Manager’s health insurance in 2017 under the PPO option for member only.
After minimal discussion, the motion passed unanimously.
Communications and Technology
Al distributed the monthly Communication and Technology Report to session members. He indicated his committee had two motions. The first
to approve the expenditure of $100-$150 for amending the CITP existing Christmas Banner.
After minimal discussion the motion was deferred to the next stated meeting in November.
The second motion he brings is
To approve the expenditure of approximately $5000 depending upon availability of end-year 2016 operating budget surplus, for the purpose of contracting for a complete CITP website redesign.
After some discussion, the decision was made to defer this until the next stated meeting.
Ongoing Business
Lynn presented an update on the work of the fellowship hall planning team. The committee interviewed three contractors, selecting BOLD Construction
New Business
Lynn indicated we would have our joint session deacons meeting on October 17 and asked for a motion to approve that. It was moved that
The annual joint session deacons meeting be held on October 17
It was seconded and passed unanimously.
Lynn explained the Operations Manual Review. She asked each session member to review their committee’s policies and other content in the Manual, and also to review the whole manual and provide input on both before the next session meeting. If the policies need to be changed, that will require motions for the next meeting. She asked even if there were no changes that the member let her know. Once that is complete, she and Mary Donna will review the manual and propose any further changes to session.
Lynn asked for a motion to approve Beverly Rudolph’s Solitude Retreat January 13-15. It was moved
To approve the Solitude Retreat January 13-15 conducted by Beverly Rudolph.
The motion was seconded and passed unanimously.
Lynn asked for a motion to approve David Wiseman preaching for Dedication Sunday. It was moved
To approve David Wiseman preaching at CITP November 6
The motion was seconded and passed unanimously.
Finally, Lynn asked for a motion to approve the wedding on May 20, 2017 between Rebecca Whetstone and Gregory Burnett. She indicated they are no members of CITP It was moved
To approve the wedding request of Rebecca Whetstone and Gregory Burnett on May 20, 2017 at CITP.
Lord’s Supper, Baptisms, Weddings and Funerals
Since the previous stated meeting August 15, there were no new members. The Lord’s Supper was celebrated once on September 4. There were no weddings, baptisms or funerals.
The next stated session meeting will be October 17 at the 7PM. Jerry Wehmueller will lead the devotion.
As the business of the meeting was concluded, Lynn led a closing prayer and the meeting was adjourned at 8:05PM.
